What DISMISSED CIV-WIT means?

I had a traffic ticket but the police and the person I had the accident with did not show up so the judge dismissed the citation. I was checking the case online and it shows case closed with a disposition: DISMISSED CIV-WIT but what the CIV-WIT means? I just want to be sure this case can not be reopen. I have hear that with prejudice can't be open, but without prejudice it can be reopen.
