Do I have a chance of getting into ASU's Barrett Honors College or San Deigo State ?

You're not competitive enough for Barrett. Your GPA and SAT score are too low. You should apply anyway, with a great essay and solid teacher recommendations, you may have a slightly higher chance of getting in.
