How do you make computer players in age of empires III attack you with their whole army?

I'm having problems getting the computer player to send their army at my city I made. I set them to standard and main, but main didn't work for some reason. They will fight when I come over to them, but they don't really move other than that. I want them to right away send the whole army to attack my city. The army is about 50 men. I tried setting the group of soldiers to an army with the army editor, which I think worked. I'm trying to have the scenario be in waves of attacks. First the british attack, and once they are all dead it will trigger the next civ's attack, and on and on. Are there more AIs or something that would make them attack me instead of just standing there and not moving unless I attack them? Please help!!!
