Is Civilization 4 better than 5?

I have like 30 dollars, which with I can buy civ. 4 and all its expansions. In order to get civ. 5 without expansions, i have to get 30 more dollars. I have also heard that civ. 5 is very glichy and full of bugs. Which should I get?
