Physics Problem!!!!!?

The starship doesn't move that would defeat the purpose of the tractor beam. The inertial dampening systems and station keeping drives would prevent that. As long as all systems on the starship are functioning properly the ship only moves if the captain says so. Beyond that your question would make a lot more sense if you added some units.
