Trying to sell Steam game (Civ 5) on EBay?

I was wanting to sell my copy of Sid Meier's Civilization V on Ebay. Would it be possible for the person that bought the game to play it on their own Steam account. In other words, now that the game is registered to my account, can it only be played on my account?
