Steam Account and error?

I deleted the steam shortcut from my desktop, Opened steam a few days later and did the steam update and now it wont let me in, it says error. I go to where the steam directory is and I no longer have the Application. Only an Application that says steamerrorreporter. What do I have to do because now I cant play Civ V because when I click on the Civ desktop shortcut its says Steam://rungameid and some numbers and the the archive is�nt found. What do I need to do!
