Why can't i play Civ V?

This problem started about a week ago. When i'd click on the link for Civ V, it said game was unavailable. This went on for about 4 days, so I decided to reinstall the game. When i did this, it installed to 4694.8/4694.9 MB and now says suspended. Can anyone help? This is happening for PC.
